Manitoba Plans To Hike Truancy Age To 18

Winnipeg, Manitoba, Canada (AHN) – Manitoba Education Minister Nancy Allan announced Thursday the province will push for a new law that would increase the truancy age to 18. That means young residents would be required to acquire an education or training until they reach 18.

Allan said the change was necessary because of global educational and work benchmarks going higher and that a high school diploma is often not sufficient to acquire a good job or carve a successful career.

Allan said in a statement, “Success in the modern economy will be dependent on students having every opportunity to pursue post-secondary education, training and apprenticeships. Those opportunities are lost when a young person does not have a high-school diploma or equivalent. Raising the compulsory education age to 18 will help ensure kids stay in school and are well prepared for life beyond the classroom.”

The current law in Manitoba requires students to remain in school until they reach 16. While the present truancy age has yielded an improvement in high school graduation rate to 80.9 percent in 2009 from 72.4 percent in 2001, Manitoba Premier Greg Selinger said the planned change should not be seen as dictating to the youth what they should do, but as helping them become successful in life.

Ontario and New Brunswick were the first Canadian provinces to adjust upward their truancy age to 18 in 2006. Alberta will discuss a similar measure this weekend. Nova Scotia is mulling a similar policy.

Delaware School Bus Crash Leaves Students Injured

Wilmington, DE, United States (AHN) – Two school buses carrying students collided Wednesday morning in Wilmington, Delaware.

The accident occurred around 8:25 a.m. at the Maurice J. Moyer Charter Academy.

A spokesperson for the school said a parked bus was rear-ended by another bus pulling up to drop off students.

Medical officials evaluated 47 students from both buses and took nine of them complaining of neck and back pain to area hospitals, reports stated.

The students were in grades 9 through 12.

Report Recommends 12-Month Ban From Mainstream School Of Badly Behaving British Students

London, England, United Kingdom (AHN) – A study by the Center for Policy Studies in the U.K. warned that keeping out unruly students on a short-term basis does not help in teaching the youngster discipline. The report recommended a minimum 12-month ban from mainstream school on misbehaving British pupils.

The report pushed for such disruptive students to be sent to alternative education institutions set up to reform troublesome students. The center recommends also schools run by former soldiers that would use Army-style training to help shape up properly the erring students’ behavior, attendance and attitude toward learning.

English state schools imposed one-day suspensions in 2009 on 131,620 occasions, two-day bans for 92,840 times and three-day suspensions on 62,320 occasions.

Early this week, the center published another report on Labor’s $7.5 billion (5 billion pounds) subsidy on children’s industry, warning that ring-fenced funding for programs picked by ministers and officials create winners and losers. The report pushed that schools and parents instead must decide how the funds could be best spent for the needs of the students.

A week earlier, Education Secretary Michael Gove said ring-fenced funding would be removed for Every Child A Reader program and other programs. Gove’s new policy is seen by the center as better because if devolves funding control and gives schools more meaningful choices in their programs.

3 Killed, 1 Injured in Florida Twin Engine Plane Crash

West Palm Beach, FL, United States (AHN) – A small plane crashed shortly after takeoff from West Palm Beach International airport. Three people were killed and one injured in the Thursday evening accident.

A representative of the Federal Aviation Administration said the twin engine Piper PA-44 crashed at 6:10 p.m. shortly after it took off from runway 10. Flight records show it had arrived from the Bahamas and was scheduled to depart for Melbourne.

The Piper Seminole aircraft built in 2008 was registered to FIT Aviation, a Melbourne-based flight school affiliated with the Florida Institute of Technology.

School officials said two of the people on the plane were students and one was an instructor. A fourth person on board the downed plane was airlifted to St. Mary’s Medical Center in critical condition.

It remains unclear at this time if it was a training flight.

Neither the pilot nor the passengers have been identified pending notification of relatives.

Father Who Stormed School Bus Of Bullied Daughter Avoids Jail Time

Sanford, FL, United States (AHN) – A Florida father who stormed onto a school bus and unleashed a tirade on youngsters who were bullying his developmentally disabled daughter has avoided jail time.

James Jones accepted a plea deal in connection with his September arrest for disorderly conduct. He signed the deal on Tuesday that includes six months on probation, paying a $1,000 fine, taking an anger management class and completing 10 hours of community service.

If he successfully completes those requirements, prosecutors will drop the two misdemeanor charges he faces: disorderly conduct and disrupting a school function.

His profanity-laden tirade caught on the bus’ videotape sparked a nationwide debate on how to handle bullies. Many across the nation went on the Internet to applaud his efforts. He became a folk hero to many parents.

The father’s verbal confrontation was sparked by a call that his daughter didn’t want to go to school and ride the bus. It appeared his 13-year-old daughter, who suffers from cerebral palsy, was being harassed by people on the bus.

She was the victim of taunts, unable to have a seat on the bus, and had condoms thrown at her. On Sept. 3. allegedly only initially planning on asking the driver what was going on, Jones shifted his attention to the students on the bus and eventually threatened the driver.

His loud outburst was recorded and the video footage hit airwaves across the nation with the student’s faces blurred out but Jones clearly and visibly incensed.

“I’m gonna (expletive) you up. … this is my daughter, and I will kill the (expletive) who fought her,” Jones said.

Then speaking to the driver he is heard saying, “If anything happens to my daughter I’m going to (expletive) you up and everybody on this (expletive),” he said.

Even prior to exiting the bus, he dares them to call the police. “You call the police, call them. My brother’s the damn deputy sheriff.”

Since the tirade and national exposure, Johnson and his family have appeared on several network morning news shows, campaigning against bullying.

Student Punished For Wearing Rosary Wins Damages From School District

Washington, DC, United States (AHN) – A federal district court judge has approved a settlement agreement in which a New York school district will pay $25,000 in damages to a student it punished in May for wearing a rosary to school, according to the American Center for Law and Justice (ACLJ).

School officials in Schenectady also agreed to expunge the record of Raymond Hosier, a 7th grade student at Oneida Middle School, under the agreement approved October 30, 2010 by U.S. District Court Judge Lawrence E. Kahn, the ACLJ said Monday.

The school district had a dress code policy that banned the wearing of a Rosary to school regarding it as a gang symbol. This policy was changed in September, four months after the ACLJ obtained a court injunction that cleared Hosier to return to school for the remainder of the year without fear of further punishment.

Hosier was indefinitely suspended in May for wearing a rosary to school in violation of the dress code policy. The ACLJ immediately came into the defense of the student and asked the school district to correct its action on grounds that the suspension violates Hosier’s constitutional right to free speech.

The school district refused forcing the ACLJ to file a federal lawsuit in June. The court immediately ordered the school district to lift the suspension and let Hosier continue attending school.
