October Annually Most Dangerous Month for Teen Drivers

Bloomington, IL, United States (AHN) – According to insurance claims data, October remains the most dangerous month of the year for teen driver crashes. Reviewing claims data spanning the last seven years, the highest instance of injury or collision claims filed by 16- and 17-year-old drivers annually spikes nearly 15 percent in October, versus other months of the year.

State Farm evaluated its extensive claims database from 2003 – 2009, and in every year, October continues to register the most claims across the United States and portions of Canada.

Additionally, 70 percent of states show October as being among its top three months for teen accident claims.

Car crashes remain the number one killer of teens and fall is a time that many new drivers hit the roads returning to school, attend homecoming functions and resume other back-to-school busy schedules.

Philippine Education Department Pushes For 3 More Years Of Basic Schooling

Pasig, Metro Manila, Philippines (AHN) – Philippine Education Secretary Bro. Armin Luistro is advocating for three more years of basic schooling for Filipino youth. Luistro said on Tuesday, which was World Teachers’ Day, that the department will initiate public consultations so it could implement the K + 12 basic education program.

The program would mandate a kindergarten, six years of elementary education, four years of junior high school and two years of senior high school for a student to be eligible to pursue a university degree.

However, to do that, the education department would have to work with Congress to amend the current law, the Education Act of 1982, which placed basic formal education at only 10 years.

Luistro said the public consultations would begin in the first quarter of 2011. He hoped the proposed change, geared to be in line with global standards of 12 years of basic education, would be spared partisan politics. President Benigno Aquino III initially pushed for the reform in basic education when he announced the policy change in his inaugural speech on June 30.

The proposal has been criticized by various groups. Many parents are not in favor of the proposal because of the added expenses. While public education is free, the quality is low, so many parents enroll their children in private schools, most of which increase their tuition fees yearly.

Some groups also questioned the cost of such a program to the government since the current 10-year basic education is grappling with teacher, classroom and funding shortages. According to DepEd estimates, new classrooms and seats would cost $1 billion (44 billion pesos), additional teachers $347 million (15.1 billion), textbooks $5 million (216 million) and school maintenance and operations $41.3 million (1.8 billion pesos).

Luistro claimed that graduates of the K + 12 program would be employable because the two additional years of high school would have a curriculum that would allow specialization in science and technology, music and arts, agriculture and fisheries, sports, and business and entrepreneurship.

Those who opt to pursue a college degree would be more mature to handle higher education disciplines since they would be 18 by the time they enter university, Luistro said. Under the current system, Filipinos who finish high school are 15 or 16 years old.

If the consultations show that different sectors would approve the K + 12 program, the DepEd plans to put in place the universal kindergarten program by school year 2011-2012. The junior high school program would take effect for incoming freshmen for school year 2012-2013, while the senior high school program would start by school year 2016-2017.

World Food Prize Laureate Urges Action Against Poverty

Washington, DC, United States (AHN) – The United States has not made any sustained progress towards eradicating poverty since the 1960s and early 1970s when the poverty rate was cut in half, one of the leading anti-hunger and poverty advocates told an audience at the National Press Club Monday.

David Beckmann, speaking at a luncheon said, “If countries as different as Bangladesh, Brazil and Britain can reduce poverty, it’s clearly possible in the USA.”

Beckmann, an economist and ordained Lutheran minister who has been president of Bread for the World since 1991, argued, “As a nation, we have opportunities to moderate what the economy is doing to hungry and poor people.”

“In August, Congress provided needed financial support to state governments, partly to reduce teacher lay-offs, but they decided to pay for it by trimming future funding for food stamps by $12 billion,” Beckmann said.

“Congress is coming back into session today, and the Child Nutrition Act expires on Sept. 30. This is a clear opportunity for Congress and the people to reduce hunger among children.”

Beckmann outlined three hunger issues for the U.S. government to concentrate on–helping poor farmers produce more food, specifically tackling malnutrition among children; making foreign aid a more effective way to reduce poverty; and providing tax-credits to poor working households.

Beckmann praised the present policies saying, “The Obama administration, to their great credit, is leading an international response to the increase in world hunger.”

“They are using a relatively small amount of U.S. money to leverage much bigger investments from other nations around the world. But Congress is not now on track to approve the funding the president has requested,” he said.

“The administration is moving forward with reform, but slowly, and they may merge development programs more fully into programs that serve our own short-term interests,” he noted, adding, “This is bad idea.”

“I know a young mother who is working two part-time jobs,” Beckmann said. “She has a 3-year-old boy. She used her tax rebate last year to start training as a dental hygienist. But the tax provisions that helped her last year need to be renewed,” he argued.

“We do not now have enough political oomph to achieve the changes for hungry and poor people that we should,” Beckmann said. “So I am calling on people, especially people who believe in God, to help change the politics of hunger.”

Beckmann in June this year was awarded the World Food Prize, which was established in 1986 and recognizes the efforts of non-governmental organizations in mobilizing and empowering people to end hunger around the world.

My School Needs Grant Money Now!

I don’t know a school in the United States that couldn’t use some grant money. Why? Because if you’ve done a needs assessment, you know your school has some needs, some problem areas. Good grant writing begins with good needs assessment.

A need is the gap between what you planned to happen at school and what actually happened. I’m really into school assessment. You need goals. You need to assess constantly to make sure you are moving toward those goals in a timely manner.

Continual assessment is critical to be certain your programs are getting the planned results.

Why? Because you may have a great reading program that could be working better if you had more books? You may have a math program that could be working better if you had more manipulatives. You might have an at-risk program that could be running much more efficiently if you had more aides. Your technology program may be antiquated and students can’t pass their computer literacy tests until you get new computers and software.

To get those additional materials or personnel units, you may have to write grants. Before you can write those grants, you have to define your needs. To define those needs and get grant money, you need data from the ongoing assessments you’re doing.

Those assessments can be formal or informal. They can be nationally-normed tests. They can be state skills test. They can be faculty and student surveys or interviews. The point is they should indicate to you whether proper progress is being made toward your goals.

Assessment can be made during any part of the school year. You should make preliminary assessments within weeks after the school year starts. You should certainly make assessments at the end of the first semester and the end of the school year. You should assess your summer program at the midpoint and at the end of the summer.

Assess the needs you have in your programs now. Begin searching for the grants you need now. Don’t procrastinate. Grants of different types are available throughout the year. Once you’ve done your assessment, you can begin searching for grants that match the needs of your school.

Match those needs by searching for grants on Google, subscribing to newsletters, or by using grant databases that are available on the Internet.

There are thousands and thousands of grants available to schools. You have to find those grants and match them with your problem areas. You find those problem areas by continually assessing your programs.

Yes, all schools in the United States could use some grant money to improve their programs. The key is making quality needs assessments to determine exactly what those needs are, then matching them with the proper grants.

Do Government Grants really exist?

2.) Federal grant programs give away billions of dollars to your fellow citizens every year. Funded by your tax dollars, these programs are set up so that anybody can tap into the money they need right now… without the hassle and inconvenience of having to qualify for a loan, put up collateral, or be required to pay back the money.

3.) State grant programs have been developed to work specifically for you. But, every year, millions of dollars in your state alone go unused because people do not realize the grant money is available to them.
